Phisodermn Anti Blemish Gel Facial Wash is one of the few pH balanced 
facials washes out there. The bottle's tagline reads that it "clears up blemishes for a radiant, balanced complexion," and well, no wonder, the main ingredient is 2% salicylic acid.
Because of the salicylic acid, you probably wouldn't need to use a prewash, even if you wear the strongest of sunscreens. BUT, also because of the salicylic acid, I think it would overdry your skin to use it in the morning and afternoon. I have super, super oily skin and even I find it a trial to use this when I first wake up. Instead, I've been throwing this in my gym bag for use after working out or after coming home at the end of a hot day. This stuff is serious business and is best used when your face has been put through the ringer in terms of weather or exercise.
I've found this to be a great, cheap buy and a wonderful addition to my skincare arsenal. You can find pHisoderm at any drugstore for under $10 a bottle.
